Asian Development Bank (ADB) is an international development finance institution headquartered in Manila, Philippines and is composed of 68 members, 49 of which are from the Asia and Pacific region. ADB is committed to achieving a prosperous, inclusive, resilient, and sustainable Asia and the Pacific, while sustaining its efforts to eradicate extreme poverty. ADB combines finance, knowledge, and partnerships to fulfill its expanded vision under its Strategy 2030.

ADB only hires nationals of its 68 members.

The position is assigned in the Mongolia Resident Mission (MNRM) within the East Asia Department (EARD), which is responsible for maintaining relationships and delivering ADB assistance to the developing member countries of Mongolia and the People's Republic of China. MNRM provides the primary operational link between ADB and the government, private-sector, civil-society stakeholders, and with other multilateral and bilateral development agencies and other sources of development finance in its activities. MNRM engages in policy dialogue and acts as a knowledge base on development issues in Mongolia.

This is a fixed term appointment with option to renew for an initial period of 3 years following Section 3.1 (b) of Administrative Order No. 2.01 ("Recruitment and Appointment'). This appointment is not convertible to a regular appointment. After the initial fixed period, ADB has the option to renew the appointment for up to three years or allow it to expire. This decision is based on ADB's overall interest in retaining the skills and experience of the staff for medium-term work program within the respective group, department, or office, while considering the availability of funding sources., By applying technical knowledge in economics, the Senior Economics Officer leads the economic monitoring, analysis, and forecasting for ADB in Mongolia; assists in preparation and administration of related loan and technical assistance (TA) projects; plays a major role in developing ADB's strategy; and oversees country programming. The incumbent will report to the Country Director, MNRM and designated International Staff from the Economic Research and Development Impact Department (ERDI)will provide supervisory inputs to the incumbent's workplan and performance review, and will supervise Administrative Staff.,

  • Leads the preparation of Asian Development Outlook country chapter, background studies, periodic economic reports, and country information notes.

  • Contributes to preparation of the country partnership strategy as core team member, including stakeholder engagement, background analyses, and contributing to strategy documents.

  • Leads engagement with the government of Mongolia on country programming including planning, execution, and documentation of the country programming mission and associated documents and support to project team members in engagement with key stakeholders, such as Ministry of Finance and Ministry of Economy and Development.

  • Leads or contributes as mission member in processing and implementation for projects related to economics or public financial management.

  • Leads in preparation of documentation to share knowledge of the Mongolian development context for broader ADB community.

    Detailed tasks to fulfill the above responsibilities to include the following:

  • Monitors country economic, political and sector policy developments by:

    - Liaising and interacting with central bank, economists, other experts and other institutions in the country and within the region;

    - Tracking news coverage of relevant topics;

    - Monitoring various sources of economic and statistical data; and

    - Report on these developments through weekly news summaries, short briefing notes and the production and presentation of regular quarterly economic updates.

  • Maintains and updates a comprehensive database on the Mongolian economy that tracks relevant indicators by:

    - collating and summarizing statistical data from relevant sources;

    - verifying their validity and accuracy of data;

    - preparing background information of data;

    - updating relevant data based on internal and external stakeholders' requirements;

    - and establishing back-up arrangements where databases can be updated easily and efficiently by other staff where required.

  • Actively participates in the development and operationalization of economic models for forecasting and policy simulation for RM, applying standard techniques and approaches

    - Supports the macroeconomic analysis for RM, includingpreparation of notes and research papers; and

    - Compiles, analyzes, and reports data to explain economic phenomena and forecast market trends, applying mathematical models and statistical technique.

  • Prepares, maintains and presents core briefing material for ADB including: the Country Information Note, the Country Economic Indicators, the Asian Development Outlook database; briefing packs for high-level ADB visitors; and briefing and presentation materials for external events.

  • Supports the Senior Country Economist in the preparation of the Country Partnership Strategy (CPS) for ADB in Mongolia by being part of the core team to deliver the CPS and leading the secretariat function for the team; supporting the analysis and preparation of the CPS Final Review, including the validation exercise by Independent Evaluation Department; supporting the analysis and preparation of the CPS and oversee the preparation of all necessary consultations and background documents; actively monitoring implementation progress against the CPS during the country programming missions; and preparing any analysis required by Strategy, Policy and Partnerships Department such as the Country Performance Assessment.

  • Works with the Senior Country Economist to perform high quality country programming by familiarizing with ADB's processes and procedures with regard country programming; helping to deliver successful country programming missions each year with private sector operations department involvement; helping prepare high quality program summaries in both English and Mongolian each year; working with processing teams, the Ministry of Finance, and the Ministry of Economy and Development to ensure projects get committed in a timely manner; and leading the monitoring of processing to ensure that there is a consistent understanding of progress between the Ministry of Finance and Ministry of Economy and Development, processing divisions and the resident mission.

  • Administers the implementation of projects/programs related to macroeconomics, public sector management public financial management governance and statistics by monitoring the progress of assigned projects; processing the recruitment of consultants; organizing tripartite meetings; preparing relevant correspondence; actively identifying issues; and taking actions to address issues.

  • Provides support and oversight on economic analysis to sovereign and non-sovereign loan and grant projects where required by participating as a team member on the project if necessary; supporting or reviewing economic analysis; and preparing any required background material to enable economic analysis to be performed such as cost escalation factors.

  • Performs other duties that may be assigned as reflected in the incumbent's workplan.

Relevant Experience & Requirements

  • Bachelor's degree in Economics or related fields, preferably with Master's degree or equivalent; with strong background in applied economic theory/quantitative methods and policy work.

  • At least 8 years of relevant experience in applied economics, public financial management, and/or related policy work and at least 4 years of supervisory experience.

  • Experience in strategy formulation and implementation.

  • Experience in project administration would be an asset.

  • Experience in applying expertise in an international setting would be an asset.

  • Proven application of expertise within a specific area of ADB's operations (economic, sector or thematic), or breadth across multiple areas with in-depth knowledge within one area.

  • Proven ability to work collaboratively with teams as a constructive team leader or team member.

  • Ability to utilize, share and present knowledge to benefit the broader ADB community.

  • Ability to mentor Administrative Staff to facilitate work planning, delivery and quality review.

  • Ability to liaise and work effectively with government officials within own work location.
