ADB will be rolling-out its operating model which may result in the change of department/group and/or reporting arrangement(s). By proceeding with your application, you acknowledge and accept the possibility of such changes resulting from the new operating model (NOM).

The department Office of Public-Private Partnership (OPPP) will be renamed to Office of Markets Development and Public-Private Partnership (OMDP) under ADB's new operating model.

This is a senior staff fixed-term appointment for a period of 3 years. This vacancy is open to internal and external applicants.

If the selected candidate is an external hire, the appointment may be extended for a period of up to 3 years per extension, or not renewed. In case of extension, staff may continue in the position for another term of up to 3 years, or be reassigned to any suitable position in ADB.

The same terms and conditions also apply to a selected internal candidate. In addition, if the staff selected has a regular appointment, staff will retain the regular appointment and his/her selection will be considered an assignment for an initial fixed period of 3 years. If the staff selected has a fixed term appointment, his/her appointment will cease, and he/she will be given a new fixed term appointment for an initial term of 3 years.

Fixed-term appointments or assignments are subject to Section 3 of Administrative Order (AO) 2.01 (Recruitment and Appointment) and Section 8 of AO 2.03 (Selection, Talent and Position Management) and its Appendices.

Whether the selected candidate is internal or external, and regardless of the type of appointment, any extension of staff beyond age 60 shall be subject to such terms and conditions determined by ADB, including, where relevant, those provided in Section 10 of AO 2.05 (Termination Policy) and its Appendices., Asian Development Bank (ADB) is an international development finance institution headquartered in Manila, Philippines and is composed of 68 members, 49 of which are from the Asia and Pacific region. The position is assigned in the Advisory Division 1 (OPA1) of the Office of Public-Private Partnership (OPPP). OPPP is established to enhance the role of ADB in supporting and enabling developing member countries to secure greater private investment and generate private sector-led growth in the region. OPPP will provide upstream and midstream advisory services and technical assistance for clients and the region leading to private investment, and development of markets. OPPP will serve as a private sector development (PSD) knowledge nexus, engage in internal and external advocacy and capacity building, creating an enabling environment, project preparation and structuring, and mobilizing and catalyzing financing including market development.



Ihre Aufgaben


Director, OPA1 will lead the planning, operation, and administration of the OPPP's Advisory Division to expedite ADB's operations related to advisory operations, public private partnerships, market development, program development and knowledge and coordination. The position will oversee and manage the daily operations of the division; lead external and internal relations, stakeholders' coordination, and knowledge management activities to accommodate Public-Private Partnership (PPP) and PSD related issues and challenges with innovative solutions; and administer and implement budget and other resources of the division. The incumbent will also lead Advisory Specialists in the development, structuring and delivery of projects for private sector participation and development in various sectors and countries, and work with complex issues and guide others in resolving complex problems with high levels of risk.

The incumbent will report to Head, OPPP and will supervise international, national, and administrative staff.

Responsibilities

  • Leads and implements the division's vision, goals, development strategies and key result areas in support of Strategy 2030, PPP Operational Plan 2012-2020 and other ADB goals and guidance.

  • Leads the planning, implementation, and supervision of work plans, and monitors and ensures the quality of output and the achievement of long-term goals and annual objectives for the division.

  • Leads the identification of priority areas for strategic work and the division's strategic initiatives in these areas.

  • Manages the division to achieve professional and operational excellence and leads in contributing new or innovative approaches to policy and operational issues.

  • Leads the strategic approach to OPPP's knowledge management activities.

  • Leads day-to-day operations effectively and provides guidance on operational issues and ADB policies and ensures quality assurance.

  • Manages the budget and resource allocation for the division.

  • Engages in human resource and staff management issues including recruitment; performance evaluation and improvement; training; and conflict resolution.

  • Manages the performance of teams and individuals and provides clear direction and regular monitoring and feedback on performance.

  • Provides coaching and mentoring to the team members and ensures their ongoing learning and development.

  • Manages staff assignments to optimize staff skills and career development opportunities across divisions and departments.

  • Manages and provides support for relationship management, consultation and coordination with governments, development partners, civil society, and private sector entities within area of responsibility.

  • Leads and facilitates effective division coordination with other ADB departments and internal stakeholders.

  • Leads and facilitates effective coordination and cooperation within OPPP.

  • Informs Head, OPPP of developments, emerging opportunities, and challenges in areas of responsibility, and provides recommendations in a timely manner.

  • Assumes and performs other duties and responsibilities that may be assigned by Head, OPPP.

  • Leads and facilitates knowledge and coordination activities by monitoring and providing practical support to regional departments and other solutions departments on PPP and PSD activities.

  • Works closely and collaboratively with regional management teams, regional PSD heads, country directors and sector directors in delivering bank wide PSD agenda; collaborates with regional departments and SPD in developing bank-wide strategies and processes for PSD.

  • Managed interventions supported by relevant ADB-wide trust funds such as Asia Pacific Project Preparation Facility and financing partnership facilities in relation to preparation and development of PPP and PSD projects.

  • Leads and implements advisory operations by originating advisory mandates in line with the Country Partnership Strategy and country sector roadmaps, executing these mandates in coordination with regional and solutions departments, and identifying opportunities for "One ADB" approaches to infrastructure projects alongside other regional and solutions departments.



Ihr Profil


Relevant Experience & Requirements

  • Master's degree in business administration, economics, finance or other relevant fields or university degree in relevant fields combined with at least 10 years specialized experience in similar organization/s relevant to the position may be considered in lieu of a master's degree.

  • At least 15 years of relevant work experience in developing infrastructure projects including PPP transactions.

  • Experience in structuring project finance transactions and/or providing advisory services in various sectors and countries with actual negotiation and coordination among stakeholders.

  • In-depth knowledge about PPP and financial market products

  • Experience in dealing with government officials.

  • Substantial due diligence capability for PPP and infrastructure finance projects

  • Has network with financial communities, including investors, export credit agencies and investment/commercial banks.

  • Good management and leadership qualities

  • Excellent verbal and written communication skills in English.

  • International experience working in several countries.
