The International Anti-Corruption Academy (IACA) is an intergovernmental organization with a global constituency as well as a post-secondary educational institution, headquartered in Laxenburg/Vienna. It is the only international organization with a mandate focused solely on fighting corruption through education, research, cooperation, and technical assistance delivery. It is headquartered in Laxenburg/Vienna and has been established under the Agreement for the Establishment of the International Anti-Corruption Academy as an International Organization ("IACA Agreement ") which forms its constitutive legal basis.
IACA strives to comple ment the UN's work in the field of sustainable development, incl. through project implementation and provision of technical assistance, and to facilitate the implementation of the UN Convention Against Corruption. We are a pioneering institution that aims to overcome shortcomings in knowledge and practice in the field of anti-corruption and compliance, functioning as a centre of excellence in education, training, networking, and cooperation, as well as academic research. Vacant Post, Type and Duration of Appointment
The Dean is the head of the organization, responsible for the day-to-day management of the organization and its substantive programme. The Dean's responsibilities are of managerial, academic, and political nature (see the IACA Agreement ) and are detailed in the Job Description further below.
In accordance with Article VI of the Agreement, the Dean shall be appointed by the Board of Governors for a renewable period of four years. A first performance review will take place after one year.
The selected candidate is expected to start as of 1 March 2024.
Remuneration and Entitlements
The incumbent will be entitled to an all-inclusive annual salary, commensurate to the level of responsibility of this appointment.
The Dean enjoys certain privileges and immunities under IACA's Headquarters Agreement with the Republic of Austria and income received from the organization is exempt from Austrian income tax.
Ihre Aufgaben
The Dean is responsible for the day-to-day management of IACA and its substantive programmes. He/she is responsible for the managerial and academic aspects of IACA activities and reports and is accountable to the Board of Governors (BoG). In this function, the Dean oversees the work of all the units of IACA Secretariat and ensures that produced outputs maintain high-quality standards.
One of the incumbent's primary tasks is to organize and lead resource mobilization efforts of the Academy with a view to ensure appropriate level of financing of its activities.
As the leader of a global organization aiming at contributing to the global fight against corruption and becoming the leading educational institution in promulgating it, the Dean must be a person of high character and recognized integrity.
The Dean's place of employment is at the IACA headquarters, though mission travel might be required. Therefore, the candidate must hold and maintain throughout the term of service valid national travel documents, such as a passport., In line with Articles IX and XIII of the IACA Agreement , the Dean shall, in particular:
a) Represent the Academy externally; b) Ensure the proper administration of the Academy, including human resources and financial management; c) Prepare the work programme and budget of the Academy for consideration by the Board and adoption by the Assembly. The work programme shall include research priorities, training activities, curricula and tool development; d) Implement the work programme and budget; e) Submit to the BoG annual trimestral and ad hoc reports on the activities of the Academy and the financial situation of the Academy, including an annual audited statement of the Academy's accounts; f) Propose the establishment of cooperative relationships for approval by the Board; g) Coordinate the work of the Academy with the work of the Parties to the IACA Agreement h) and other international and national institutions, agencies and networks as relevant taking into account the relevant recommendations and guidelines of the Assembly and the Board as well as advice from the International Senior Advisory Board and the International Academic Advisory Board; i) Enter into contracts and arrangements on behalf of the Academy and negotiate international agreements for consideration by the Board and approval by the Assembly; j) Actively seek appropriate funding for the Academy and accept voluntary contributions on behalf of the Academy in accordance with the relevant Board strategies and guidelines as well as the financial regulations; k) Undertake other assignments or activities as may be determined by the Board.
In addition, the Dean acts as Executive Secretary to the Assembly of Parties, which serves as a forum for Parties to consult on the overall policy of the Academy and other matters of interest under the IACA Agreement.

The incumbent has:
- Exceptional managerial and leadership skills, particularly in areas related to anticorruption academic activities, research, and technical assistance;

- related achievements; Successful track record in mobilizing resources and in strategic planning for funding opportunities;
- A demonstrable global academic and/or professional network, in the field of anti-corruption;
- Ability and dedication to proactively develop and shape new areas for projects and professional engagements;
- Sound knowledge of international educational standards and frameworks
- Up-to-date and comprehensive understanding of global anti-corruption policies and developments, trends, and challenges, in the public and private sectors;
- Knowledge of the characteristics of international organizations, and a sound understanding of cultural and linguistic diversity;
- Excellent understanding of liaising with diplomatic representations, international organizations, and other external stakeholders;
- The proven ability and readiness to work well under pressure, adapting to challenging and changing environments and deadlines;
- Ability to manage teams and ensure professional work environment;
- Excellent written and oral communication skills in English., Doctoral degree (PhD or equivalent) or at least m aster's degree in a job -related field such as management, public policy, political science, law, economics, preferably with a clear and strong focus on anti-corruption and compliance. Additional (academic) qualifications in a job-related field, additional languages, as well as periods of researching and/or teaching abroad are considered an asset.
Professional Experience At least fifteen (15) years of professional experience in areas relevant for this post, with a minimum of ten (10) years in leadership positions. International and substantive experience in the anti-corruption and compliance fields is highly desirable.
