The position is assigned to the Water and Urban Development Sector Office (SG-WUD) under the Sectors Group. The Sectors Group is a single operational group comprising seven sector offices that aims to deliver impactful sector strategy, initiatives, and integrated solutions that advance ADB's strategic agenda in the region and with ADB's clients. The Sectors Group delivers or supports the delivery of sovereign, nonsovereign, and advisory operations, and knowledge services, supports regional departments (RD) and resident missions (RM) in engaging with Developing Member Countries (DMCs), and ensures ADB's technical leadership externally and internally. SG-WUD is responsible for providing leadership, innovation, lending, project implementation and knowledge sharing for water and urban development.

This is a fixed term appointment with option to renew for an initial period of three (3) years following Section 3.1 (b) of Administrative Order No. 2.01 ("Recruitment and Appointment'). This appointment is not convertible to a regular appointment. After the initial fixed period, ADB has the option to renew the appointment for up to three years or allow it to expire. This decision is based on ADB's overall interest in retaining the skills and experience of the staff for medium-term work program within the respective group, department, or office, while considering the availability of funding sources., Established in 2016, the Experts Pool initiative aims at nurturing ADB with cutting edge knowledge in key priority areas, by bringing in experts equipped with such knowledge. The selected candidate is expected to provide substantive technical advice to the Sectors Group and regional (operations) departments in designing and delivering a credible pipeline of projects through a combination of ongoing advisory services, document reviews, contribution-oriented knowledge products and mission support.
Specifically, the Senior Urban Development Specialist (Affordable/Social Housing) will assist in developing and implementing inclusive and livable cities' development. She/he will support ADB staff and cities in developing member countries (DMCs) by providing advanced technical and commercial expertise on affordable and social housing, inclusive and accessible housing, green and energy efficient housing and green building certification and provide expertise and guidance on transitional housing programs for informal settlers. She/he will formulate policies to improve housing affordability and housing sustainability in ADB's developing member countries (DMCs). She/he will lead knowledge management initiatives with ADB staff and government officials and staff. The Senior Urban Development Specialist (Affordable /Social Housing) will report to the designated Director, Water and Urban Development Sector Office and may supervise national and administrative staff.
Responsibilities
(i) Develop Strategy and Policy for Affordable/Social Housing: works closely with sectors group and Regional Departments in developing policies and strategies on affordable housing. She/he will work closely with DMCs in preparing the strategy, which will comply with cities' existing policies and standards while mainstreaming affordable housing. Identify major challenges in delivering inclusive, accessible, and affordable housing (i.e., finance, governance, infrastructure technology, etc.) and develop tailored solutions, including green energy efficient housing. Special emphasis will be on developing rental markets for those who are extremely poor and migrants who do not have access to formal housing market;
(ii) Project design. Provide support in the planning, development and implementation of low-income affordable housing projects. Provide support for the implementation of the capacity building component and working with the Finance Sector Office and other relevant teams within and outside the Sectors Group, to support the development of appropriate lending instruments for the low-income and vulnerable groups in collaboration with other project stakeholders;
(iii) Advise on commercial structures underpinning affordable/social housing segment. Provide overarching guidance on the business model for the delivery of the affordable housing market segment in relation to ADB projects. Guide and manage the workstream in relation to market demand and the scale of the financing needs (short, mid and long-term) to deliver affordable housing segment; Qualify and quantify financing needs by type of products for supply and demand side (including equity, debt financing, guarantees, climate finance and capital markets instruments);
(iv) Coordination. Provide thought leadership both internally and externally on issues related to affordable housing and finance. Establish and continue close coordination with the organizations and institutions that support affordable housing. In particular, be the focal point for dissemination of activities related to affordable housing market. Lead the preparation and delivery of the Asia Housing Forum; and
(v) Partnerships and Capacity Building: Facilitate the exchange and dissemination of "good practices" in improving housing affordability among countries and cities. The Specialist will develop and implement capacity development initiatives for ADB staff and cities, especially capacity building components to design appropriate lending instruments for lower income groups/economically weaker sections.
(vi) Performs other duties as assigned and reflected in staff's workplan.

Relevant Experience & Requirements,

Master's in Engineering, Architecture, Urban and Regional Planning, Urban studies, Finance, Social Development, Business Administration/Management or related fields; or University degree Engineering, Architecture, Urban and Regional Planning, Urban studies, Finance, Social Development, Business Administration/Management or related fields and at least 5 years specialized experience relevant to the position can be considered

At least 10 years of relevant international experience in developing and implementing programs on affordable housing informal settlement upgrading, and housing finance.

Demonstrated experience in delivering affordable housing solutions that is linked to financial sector, real estate markets, urban development, and the poverty reduction agenda.

Good knowledge of various laws, regulatory frameworks public/private social housing frameworks, on land acquisition, land ceiling, rent control etc., in developing member countries including related policy aspects, as well design and implementation.

Knowledge of house building, and construction techniques associated with affordable housing in emerging markets, particularly in Asia and the Pacific.

In-depth understanding of asset management and commercial real estate operations, including land use planning, property management, marketing and leasing, and compliance with financing covenants or regulatory agreements.

Experience in low-income housing credits/program, affordable housing programs, community driven development, green building certification, energy efficiency, active and passive design in buildings, land development and mortgage finance.

Direct project experience working in developing countries, working with multilateral agencies, government agencies, and/or non-governmental organizations.

Excellent written and verbal communication skills in English.
