Primary Purpose: Supports annual budget and audit processes; develops revenue, expenditure, cash flow, capital, and debt analyses to assist senior management in decision-making; develops financial presentations; coordinates research, benchmarking, and special projects; supervises and reviews accounting, internal controls, and general ledger maintenance in accordance with generally accepted accounting principles; and reviews or prepares financial reports and schedules.,

Supports the annual budget process with analytical and historical review of department requests, budget document development, budget process efficiency improvements, and ensuring the document qualifies for the GFOA's Distinguished Budget Award for excellence in governmental budgeting. Provides analytical assistance to departments, the Finance Director, and the Deputy Finance Director, analyzing financial and other data, including revenue, expenditure, capital, debt and employment reports.

Responsible for GASB 87 Lease Accounting and GASB 96 Subscription-Based Information Technology Arrangements Accounting.

Leads or supports major special projects such as collective bargaining, comparator analyses, and grant reimbursement. Coordinates special projects, as needed, developing municipal comparator analyses, and performing various studies and research projects as assigned.

Develops financial analysis including research of revenue, expenditure, and cash flow data for variances and future trends. Develops and updates presentations of revenues, expenditures, cash flow, financial forecasts, and performance.

Finance Liaison to departments, assisting business partners with budgeting, forecasting, and ad-hoc analysis.

Oversees daily balancing.

Assists with the annual audit and confirmations, prepares work papers and required schedules and tables; reviews audit report and management comments and provides explanations and recommendations. Reviews and monitors all grant activity associated with annual audit.

Establishes and maintains effective and efficient accounting controls as needed. Assists in the recommendation and implementation of improvements to policies and procedures related to accounting duties.

Traces errors and records adjustments to correct accounts.

Assists with internal audits on all accounts and records as directed.

Ihr Profil
Education: Graduation from an accredited college or university with a degree in accounting or finance; successful completion of Certificate in Public Accounting (CPA).
Experience: Experience in municipal accounting and payroll, and proficiency in computer software, including but not limited to Microsoft Office, Municipal ERP or Accounting software and Crystal Reports. Knowledge of municipal administration, management, budgeting, accounting and purchasing laws, regulations, principles and procedures.
Certification or License: CPA and/or CPFO
Required Knowledge, Skills, and Proficiencies: Working knowledge of modern governmental accounting theory, Generally Accepted Accounting Principles and practices; considerable knowledge of internal control procedures and management information systems; working knowledge of office automation and computerized financial applications; some knowledge of public finance and fiscal planning; working knowledge of payroll and accounts payable functions; considerable knowledge of budgetary, accounting and reporting systems; skill in operating the listed tools and equipment; ability to prepare and analyze complex financial reports and interpret data to formulate conclusions; ability to maintain efficient and effective financial systems and procedures; ability to accurately account for City funds; ability to proactively take action to achieve established goals without constant supervisory direction; ability to maintain stable work performance under pressure and relieve stress in acceptable manner to employee and organization; ability to take responsibility for actions and decisions at individual and organizational levels; ability to establish and maintain effective working relationships with employees and city officials; ability to communicate effectively, orally and in writing; ability to work safely and promote a safe work environment; ability to prioritize, organize and complete required duties in a timely and accurate fashion. Discretion when handling confidential information. This position must exercise excellent judgment and perform routine, detailed analytical work with financial accuracy. A high level of customer service, interpersonal and team building skills.
