For Grid Solutions, Offshore HVDC represents a key differentiating technology and a central focus for the business, particularly in Europe where Transmission System Operators have very ambitious renewable energy targets. In that context and for Germany, Grid Solutions is partnering with Transmission System Operators, which plans to deploy new HVDC converter stations to bring Offshore Wind energy into Central Europe.
In this context, Grid Solutions is looking for an HVDC Project ITO (Inquiry to Order) Manager who will oversee the entire qualification and tender phase of the entire GE scope of one 2GW HVDC project in Germany. This is a large, complex multi-year EPC project (contract value $1B).
The HVDC ITO PM will be responsible for delivering the full tender in close collaboration with the Capture Team Leader (CTL) and all functions required to deliver the tender. This includes platform partner qualification, project schedule, costing, milestones, deliverables, working with internal and external suppliers, project organization and project hiring plan. The HVDC ITO PM is managing the tendering costs, working with engineering, sourcing, procurement, finance, contract management and legal to fully establish the project scope and delivery. She/He ensures to incorporate lessons learned, provides the risk & opportunity assessment, including the necessary approvals.
She/He will provide leadership to strategically manage the ITO project phase, following high standards in terms of quality, health, safety, and environmental requirements. She/He will coordinate with the consortium partner in charge of building the offshore platform (consortium led by GE).

Major Responsibilities in details:
- Manage the ITO phase for the GE scope of one mega HVDC Project.
- Delivers the project management throughout the ITO phase, develops the project planning for the OTR phase in close collaboration with the customer.
- Establishes a Plans for Safety ('EHS'), On-Time-Delivery ('OTD') and financial objectives (sales, margin, billing, cash) for the GE scope.
- Ensure Project Reviews governance in line GE Grid Solutions Operating rhythm with a key focus on Risks Management and lesson learned incorporation.
- Lead & coach a multi-cultural cross-functional project team composed of Engineering, Procurement, Construction, Project Controls (cost & planning), Finance, Contract Management.
- Lead the project management negotiation workstream and provide to the other workstreams necessary inputs and incorporate feedback from other workstreams.
- Lead the development of tender documentation, qualifications, planning and achieve necessary approvals.
- Develop and implement the overall strategy for the execution of the project to achieve the project performance goals.
- Communication: represents GE towards the customer; controls and manages this interface and relationship. Manages the internal and external communication loop.
- Project Organization: Sets up and secures the necessary resources for the ITO phase of the project and launch a hiring plan for the execution phase. Support the organization of the project team. Coordinate with consortium partner.
- Performance Management: Constantly monitors and if requested reports the necessary key performances indicators (KPI) to deliver the tender and position GE to win.
- Quality, Environmental and Health & Safety Management: Establishment of all necessary organizational and planning elements, aligned with Project Quality, Procedures, EHS governance. Ensures best compliance with specification at lowest final cost.
- Risk and Opportunities: Defines a Risk Management Plan. Review and update the risk and opportunities throughout the ITO phase. Develop tactical elements for the later execution as needed.
- Project Planning: Develops and monitors the Master Time Schedule, develop appropriate Project float and review platform partner planning accordingly.
- Develop a strong partner engagement plan to guaranty a on-time, cost and quality performance of the partner, a defect free interface management and clear DoR.
- Support a partnership environment with customer and platform partner.
- Prepare a proper plan for the commercial and finance controls during the execution of the project including a project execution metrics.
- Ensure the coordination of technical support/engineering, manufacturing/supply and onsite construction requirements.
Qualifications / Requirements:
- Master's or Bachelor's technical or Engineering degree from an accredited university or college.
- Minimum of 15 years in managing large and complex turnkey projects (+$100M minimum) with proven track record, preferably in the T&D, Power or Renewable Energy industry.

- Technical knowledge in electrical grids and power electronics. HVDC understanding will be an advantage
- Experience in Turnkey contracts with civil works will be an advantage
- Experience in off-shore projects will be a decisive advantage
- Experience of projects within a consortium or a partnership will be a decisive advantage
- Willingness and ability to travel.
- Fluent in English and German language is strongly desired.
