Asian Development Bank (ADB) is an international development finance institution headquartered in Manila, Philippines and is composed of 68 members, 49 of which are from the Asia and Pacific region. ADB only hires nationals of its 68 members.

The position is assigned in the Lao Resident Mission (LRM) within the Southeast Asia Department (SERD). SERD is responsible for maintaining client relations and delivering ADB assistance to countries in the Southeast Asian region. LRM is responsible for country partnership and strategy, policy dialogue and client relationship, business development, knowledge management, project quality assurance, sector analytic work, and loan and technical assistance processing and administration in the Lao PDR.

This is a fixed term appointment with option to renew for an initial period of three (3) years following Section 3.1 (b) of Administrative Order No. 2.01 ("Recruitment and Appointment'). This appointment is not convertible to a regular appointment. After the initial fixed period, ADB has the option to renew the appointment for up to three years or allow it to expire. This decision is based on ADB's overall interest in retaining the skills and experience of the staff for medium-term work program within the respective group, department, or office, while considering the availability of funding sources., The Senior Finance and Administrative Officer will lead the processing and handling of the technical and administrative aspects of the finance function (e.g., accounting, budgeting). In addition, the Officer will provide general administrative support to the Resident Mission (RM) in the areas of facilities and fixed asset management, logistics coordination, personnel management, and liaison functions related to administrative matters. The incumbent will report to the designated International staff and will supervise Administrative Staff.

Responsibilities

- Leads the development and preparation of the annual and mid-year operational and administrative budgets for the RM, including:

o Collating inputs on programs/project costs and operating expenses;

o Determining cash flow and other financial effects; and

o Formulating projected financial statements.

- Actively monitors the utilization of operational and administrative budgets; monitors inputted accounting data in the financial accounting system and oversees preparation of periodic reports and financial statements; verifies disbursement vouchers for various expenses; oversees daily/periodic banking functions (deposits, withdrawals) and reconciliation.

- Manages the procurement and disposal of assets (equipment, furniture, supplies, etc.), communications, travel and vehicle, and security arrangements of the office.

- Actively monitors inventories and maintain all administrative and financial records of the office; supervises agreement/work orders for contracts maintenance and other contractual services and purchase orders for major acquisitions; develops, negotiates, and finalizes contracts and leases with various services providers.

- Oversees arrangement for required logistic facilities, such as:

o Transportation,

o Workshops,

o Seminars,

o Visas,

o Shipments and customs clearances,

o Disposal of unserviceable stocks, and

o Support to missions and consultants.

- Prepares and processes payroll and benefits matters for all RM staff.

- Contributes to collect and provide information to BPMSD as required related to comparator local organizations with regard to salary and benefits and makes recommendations to the Country Director.

- Maintains a sound and up-to-date understanding of all ADB personnel and benefit policies and explains them clearly to all RM staff.

- Maintains a sound and up-to-date security related for all RM staff.

- Performs other duties that may be assigned and reflected in the incumbent's workplan.

Relevant Experience & Requirements

- Bachelor's degree in Business Administration, Commerce, Accounting or equivalent, preferably with master's degree or equivalent.

- At least 8 years of relevant professional experience with at least 4 years of supervisory experience

- Good knowledge of commercial and administration matters.

- Demonstrated expertise and experience within the assigned sector.

- Excellent written and verbal communication skills in English.

- Strong planning and organizing skills to handle many tasks with deadlines.

- Ability to develop rapport internally and externally in a multicultural environment.

- Able to work collaboratively with teams as a constructive team member.
